1 Remarks made to participants at the V Regional Congress on Health Sciences Information (CRICS V), Havana, Cuba, 24 April 2001. It has been three years since we met in San José, Costa Rica, at the Fourth Pan American Congress on Health Sciences Information, and I have had many opportunities to reflect on the meaning of the Declaration you made there and its relevance to the Pan American Health Organization (PAHO). I keep coming back to the opening lines of that Declaration, where you said:
